    EvPrepare::createStopped — Creates a stopped instance of EvPrepare watcher

    finalpublicstaticEvPrepare::createStopped(callable$callback, mixed$data = null, int$priority = 0): EvPrepare

    Creates a stopped instance of EvPrepare watcher. Unlike EvPrepare::__construct() , this method doesn' start the watcher automatically.
